Retiree Reception                A reception honoring the 2005 retirees was held just prior to the Board meeting.

 

 

Call To Order

Flag Salute                            President DuJack called the public meeting to order at 8:01 PM. and began the meeting with the salute to the flag.

Minutes                                  The Board of Education hereby approved the Minutes from the Regular Board of Education meeting of the Board of Education held on May 26, 2005.

Public Comments                 Kathy Monroe, a veteran bus driver with the district for 21 years spoke of concerns had by she and some of the other drivers of the proposed rerouting of the current bus runs, citing safety issues.  She submitted her letter to copy to the Board members.  President DuJack assured the audience that they are making safety their main concern in any proposed route changes.

 

SUPERINTENDENT’S

REPORT

 

Honoring Retirees of

the 2004-05 School Year      The Board of Education recognized the following district retirees who chose to retire during the 2004-05 school year:

The Superintendent, Dr. Teresa Thayer Snyder and members of the Board expressed their deepest appreciation for each of these individuals and their genuine and dedicated service to the students of the Brunswick School District.  The Board members each wished the retirees the very best in their future endeavors and expressed how much they would all be missed.

 

Linda Dagle spoke of some of her memorable experiences here, at Tamarac.  One of her memories included a logo that a student from a long time ago formed from the word, TAMARAC that was:  Take A Minute And Reach A Child.  Superintendent Snyder thanked Mrs. Dagle and told her that the district would love to use that very slogan next year.

 

 

TV Production Studio

Presentation                         Eric Wetmore & Mark Spitzer gave a very informative and well prepared presentation showing the accomplishments of the technology and television studio this past school year, showing examples of the morning announcements that are now transmitted on televisions in each classroom, class projects that have utilized the studio, as well as the skills learned and used by the students in the process.

                                                Both Eric and Mark gave high compliments one to the other for their hard work and dedication to these projects, and the Board expressed their gratitude to the two of them for such an impressive work.


 

 

Language Acquisition

Model Presentation             Karen Lederman and Suzanne Myers did a presentation on a multi-aged language acquisitions classroom that will be implemented next year in grades k-2.  The class will focus on enhancing pre-reading and writing skills based on an experiential model of language acquisition.  There will be approximately 18, but no more than 20, students in the class.  The net outcome will be that this class will also reduce class size at the three levels.

 

NEW BUSINESS

 

In-Law Apartment

Assessment                           The District has received requests to make exempt households from reassessment of school taxes that add on to their homes for the purpose of creating an in-law apartment to care for an elderly parent.  Ms. Lathrop and Dr. Snyder have checked with other local school districts and found that they already do this, and suggested the creation of a policy allowing for this exemption.  She explained that exemption status would have to be applied for on a yearly basis.  The Board agreed.  Dr. Snyder will present a policy at the July 14 Annual Organizational meeting.

 

Demographic Study              Dr. Snyder explained that it is time to commission another demographic study in an effort to evaluate the growth of the district now and in the future.  She and Gail Lathrop have already begun researching and collecting costs for such service and will be prepared to make a recommendation at the July 14, 2005 Annual Organizational Meeting.

 

Collins & Scoville                 Collins and Scoville will be at the July meeting to discuss the 5-year Capital Facilities Plan.

The Board of Education TABLED the following Bond Resolution pending 2/3 attendance of the entire Board as per guidelines:

 

BOND RESOLUTION DATED JUNE 9, 2005.

A RESOLUTION AUTHORIZING THE ISSUANCE OF NOT EXCEEDING $151,600 BONDS OF BRUNSWICK CENTRAL SCHOOL DISTRICT (BRITTONKILL), RENSSELAER COUNTY, NEW YORK, TO PAY THE COST OF THE PURCHASE OF SCHOOL BUSES FOR SAID SCHOOL DISTRICT.

            WHEREAS, at the Annual Election of the qualified voters of Brunswick Central School District (Brittonkill), Rensselaer County, New York, held on May 17, 2005, a proposition was duly adopted authorizing the Board of Education of said School District to purchase school buses, for a maximum estimated cost of not exceeding $151,600, and providing for the levy of a tax therefore to be collected in installments, with obligations of said School District to be issued in anticipation thereof;and
           
            WHEREAS, it is now desired to provide for such purchase of a school bus and the financing thereof; NOW, THEREFORE, BE IT        RESOLVED, by the affirmative vote of not less than two-thirds of the total voting strength of the Board of Education of Brunswick Central School District (Brittonkill), Rensselaer County, New York, as follows:

Section 1.         The purchase of school buses for Brunswick Central School District (Brittonkill), Rensselaer County, New York, including incidental expenses in connection therewith, is hereby authorized at a maximum estimated cost of $151,600.

 

Section 2.         The plan for the financing of the aforesaid maximum estimated cost shall consist of the issuance of not exceeding $151,600 bonds of said School District, hereby authorized to be issued therefore pursuant to the provisions of the Local Finance Law.  Such bonds are to be payable from amounts which shall annually be levied on all the taxable real property in said School District, and the faith and credit of said Brunswick Central School District (Brittonkill), Rensselaer County, New York, are hereby pledged for the payment of said bonds and the interest thereon.

Section 3.         It is hereby determined that the period of probable usefulness of the aforesaid class of objects or purposes is five years, pursuant to subdivision 29 of paragraph a of Section 11.00 of the Local Finance Law.

Section 4.         Subject to the provisions of the Local Finance Law, the power to authorize the issuance of and to sell bond anticipation notes in anticipation of the issuance and sale of the serial bonds herein authorized, including renewals of such notes, is hereby delegated to the President of the Board of Education, the chief fiscal officer.  Such notes shall be of such terms, form and contents, and shall be sold in such manner, as may be prescribed by said President of the Board of Education, consistent with the provisions of the Local Finance Law.

Section 5.         All other matters except as provided herein relating to the serial bonds herein authorized including the date, denominations, maturities and interest payment dates, within the limitations prescribed herein and the manner of execution of the same, including the consolidation with other issues, and also the ability to issue serial bonds with substantially level or declining annual debt service, shall be determined by the President of the Board of Education, the chief fiscal officer of such School District.  Such bonds shall contain substantially the recital of validity clause provided for in Section 52.00 of the Local Finance Law, and shall otherwise be in such form and contain such recitals, in addition to those required by Section 51.00 of the Local Finance Law, as the President of the Board of Education shall determine consistent with the provisions of the Local Finance Law.

Section 6.         The validity of such bonds and bond anticipation notes may be contested only if:

a)         Such obligations are authorized for an object or purpose for which said School District is not authorized to expend money, or

b)         The provisions of law which should be complied with as of the date of publication of this resolution are not substantially complied with,

and an action, suit or proceeding contesting such validity is commenced within twenty days after the date of such publication, or

 

 

c)         Such obligations are authorized in violation of the provisions of the Constitution.

Section 7.         This resolution shall constitute a statement of official intent for purposes of Treasury Regulations Section 1.150‑2.  Other than as specified in this resolution, no monies are, or are reasonably expected to be, reserved, allocated on a long-term basis, or otherwise set aside with respect to the permanent funding of the object or purpose described herein.

Section 8.         This resolution, which takes effect immediately, shall be published in full or summary form in the Albany Times Union, which is hereby designated as the official newspapers of said School District

for such purpose, together with a notice of the School District Clerk substantially in the form provided in Section 81.00 of the Local Finance Law.

Contract                                 The Board of Education, upon the recommendation of the Superintendent of Schools, approved the contract between the Brunswick Central School District and the Brittonkill Teachers Association dated and effective July 1, 2006 through June 30, 2009.

                                                Member Abate commended the efforts of the BTA, the administration and all who were successful in concluding negotiations on such a fair and equitable contract.  President DuJack congratulated Dr. Snyder and all who were intricate in such a wonderful accomplishment as this contract.
